An innovative framework redefining how Europe, Guatemala, and Venezuela co-create the future of Vocational Education through mutual learning and shared transformation

The INNOVET LATAM project, co-funded by the Erasmus+ Programme of the European Union, proudly unveils its first major result — the INNOVET LATAM 2-WAY Cooperation Model, a groundbreaking blueprint for equitable and sustainable collaboration between European and Latin American Vocational Education and Training (VET) systems.

This model represents a transformative shift in how VET institutions across continents cooperate. Instead of a traditional one-way flow of expertise from Europe to Latin America, INNOVET LATAM establishes a reciprocal, co-creative partnership where both regions contribute unique strengths, share innovative methodologies, and build the foundation for a mutually empowering VET ecosystem.

The INNOVET Cooperation Model redefines international education partnerships through reciprocity, inclusivity, and long-term commitment.

It is not about exporting ready-made solutions but about co-designing context-sensitive strategies that combine European standards (EQF, ESCO, CEDEFOP, Europass, EntreComp) with local innovation, community engagement, and cultural insight.

Through this model:

• European partners bring proven expertise in aligning VET with labour market needs, introducing competency-based education, digitalization, and quality assurance mechanisms inspired by EU best practices.
• Latin American partners — from Guatemala and Venezuela — contribute invaluable local experience in community-driven learning, non-formal education models, and inclusive training methodologies that address socio-economic challenges and reach underserved populations.

The result is a “two-way bridge” where knowledge and innovation flow in both directions, creating a shared learning ecosystem capable of responding to future labour market transformations and technological shifts.

The model establishes a structured foundation for sustainable VET cooperation. It includes:

• Collaborative governance mechanisms ensuring equitable participation of all partners in strategic decisions.
• Peer-learning systems, mentorship programs, and joint capacity-building workshops where EU and LATAM educators co-develop new curricula, tools, and methodologies.
• A commitment to open access and digital knowledge-sharing, embodied in the forthcoming INNOVET Open Educational Resources (OER) Platform, which will serve as a living repository of best practices and training materials.
• A Collaboration & Capacity Building Agreement, ensuring that cooperation and innovation continue beyond the project’s lifetime through institutional partnerships, mobility exchanges, and policy alignment.

The INNOVET Cooperation Model not only strengthens teaching, management, and governance capacities in partner institutions but also translates collaboration into concrete results — from the design of competency-based curricula and work-based learning pathways to the development of joint digital and entrepreneurial training resources.

The impact of this model spans multiple levels:

• For educators, it provides new professional growth pathways through exposure to EU pedagogical innovations, blended learning techniques, and leadership training.
• For students, it connects vocational education with real labour market needs, promoting employability, entrepreneurial thinking, and digital literacy.
• For institutions, it strengthens internal governance, quality assurance systems, and internationalization strategies.
• For the broader ecosystem, it creates lasting links between education, industry, and policy, driving systemic change in how VET supports economic and social development.

As outlined in the INNOVET Cooperation Model, the partnership aspires to move from project-based collaboration to a self-sustaining transnational network that continues to generate impact across future Erasmus+ and Latin American initiatives.

The publication of the INNOVET LATAM 2-WAY Cooperation Model marks the first tangible milestone of the project’s implementation phase. It consolidates months of collaboration, peer learning, and co-design workshops led by all project partners:

• IT Solutions for All (Spain) – Specialist in digital training and open-source education technologies

• Universidad Popular de Guatemala (UPG) – Higher education and labour market bridging
• Asociación Civil Fe y Alegría (Venezuela) – Community-based education and social inclusion
• Grupo Social CESAP (Venezuela) – Empowerment through vocational and community learning

Together, they have set a strong foundation for long-term, sustainable cooperation between Europe and Latin America — one that transforms institutions and empowers people.

The INNOVET LATAM project, co-funded by the Erasmus+ Programme of the European Union, proudly announces the launch of its Open Educational Resources (OER) Platform, now live at www.innovetlatam.com.

This dynamic digital space brings together the entire knowledge base, tools, and outputs of the project in a fully open-access, multilingual, and user-friendly environment, enabling learners, educators, and policymakers from both Europe and Latin America to explore and use the results freely.

The platform embodies the spirit of inclusive, collaborative innovation that defines INNOVET LATAM — a project designed to strengthen Vocational Education and Training (VET) in Guatemala and Venezuela through cooperation, mutual learning, and capacity building.

The INNOVET LATAM OER Platform serves as the digital backbone of the project, consolidating all its results in a single, navigable, and engaging environment. Visitors can:
