The BT4VET partnership proudly unveils the VET Business Index, a groundbreaking tool designed to help Vocational Education and Training (VET) providers navigate the increasingly complex and competitive landscape of education and workforce development.

Built around a robust structure of 15 practical and measurable indicators, the VET Business Index offers a clear framework to assess the health, performance, and business-readiness of VET institutions. The tool is divided into three strategic dimensions, each reflecting a critical area of operation:

• Revenue-Based Metrics – These indicators evaluate financial growth and marketing effectiveness, including measures such as Growth Rate, Customer Acquisition Cost (CAC), and Return on Marketing Investment (ROMI). They help providers understand how well they are generating income and whether their promotional activities are paying off.
• Retention-Based Metrics – Focused on loyalty, engagement, and satisfaction, this set includes Net Promoter Score (NPS), Customer Retention Rate (CRR), and Churn Rate (CR). These help institutions monitor how well they keep learners and clients connected to their services.
• Operation-Based Metrics – This dimension covers efficiency, internal processes, and staffing-related performance. Metrics such as Revenue per Employee, Employee Turnover Rate, and Training Spend per Employee offer insight into how resources are being managed and optimized.

The goal of the Index is to offer a clear, actionable snapshot of where an organization stands—and where it can grow. For many VET providers, the path toward financial sustainability, innovation, and social impact begins with a better understanding of their business foundations. This tool provides that insight, without requiring advanced business knowledge.

The BT4VET partnership is pleased to announce a significant new milestone: the completion of a classification framework of operational business models tailored for Vocational Education and Training (VET) providers.

This classification is more than a typology—it is a strategic roadmap for VET institutions to rethink, reframe, and reimagine their operational approaches in today’s evolving educational and economic landscape. By building on the foundational insights of the VET Business Index, this new classification allows providers to explore how they can diversify services, improve sustainability, and expand their value proposition to learners, businesses, and communities.

At the heart of this model lies the belief that VET institutions are not just educational entities—they are active economic actors capable of innovation, entrepreneurship, and service development. The classification introduces six key operational dimensions that providers should consider when developing or refining their business strategies:

1. Revenue Streams Identification – The model encourages providers to move beyond dependence on traditional public funding. It offers pathways for exploring new income sources such as tailored business services, continuing education programs, digital content, and consultancy.
2. Profitability – A sustainable VET provider must operate efficiently. The classification supports strategies to increase cost-effectiveness and optimize operations while maintaining or improving service quality.
3. HR and Staffing – Recognizing that people are the core of any successful organization, the model emphasizes recruiting, training, and retaining skilled professionals. Empowered teams drive both educational outcomes and business growth.
4. Business Model Innovation – From flexible learning systems to blended training offers and strategic alliances, the framework highlights models that can evolve with market demands.
5. Cash Flow Management – Operational resilience depends on predictable financial health. The model includes guidance on developing cash flow strategies that allow organizations to maintain services, pay staff, and reinvest in growth.
6. Value Proposition – Finally, the classification helps VET institutions sharpen their identity: why do learners, employers, or partners choose them? A clear, unique, and relevant value proposition is essential for long-term competitiveness.

This framework does not impose a “one-size-fits-all” model. Instead, it offers a modular, adaptable approach that allows each provider to define their path based on their local context, institutional maturity, and strategic ambition.

The BT4VET consortium recently convened in Brussels for a pivotal transnational project meeting that brought together partners from across Europe. The meeting marked the completion of the project’s second major work phase (WP2)—focused on developing the VET Business Index and the Classification of Operational Business Models—and laid the foundation for Work Package 3 (WP3): Developing an Innovative Business Concept for VET Providers.

The Brussels event was not just a formal checkpoint; it was a moment of strategic alignment and collective ambition. Partners exchanged experiences, reviewed the tools and models created in WP2, and worked together to shape the roadmap for the next stage of the project.

WP3 aims to operationalize the transformation started in WP2. Its goal is to enable VET providers to evolve into versatile actors capable of delivering a wider range of services and creating new value for communities, businesses, and learners alike.

WP3 is structured into two key activities:

1. Activity 1 – Development of a Transformative Model
   This activity will produce an innovative conceptual model to help VET providers become multi-service institutions. It outlines the competencies, structures, and management strategies needed to transition into service providers beyond vocational education—without losing their core mission. The model draws from the Lotus Blossom methodology, visualized through a multi-dimensional matrix. At its center lies the VET provider, surrounded by potential business value propositions. These include innovation services, enterprise support, community engagement, digital training, and more—each one a potential business avenue to explore.
2. Activity 2 – Development of a Practical Business Toolkit
   To ensure the transformation is not just conceptual, WP3 will also produce a comprehensive operational suite of tools and resources. These include “How-To” guides, checklists, templates, and exercises—offering VET managers and staff the tools they need to:
   • Develop new training and service products;
   • Identify and enter new market niches;
   • Establish strategic partnerships and networks;
   • Explore innovative financing models (including equity, loans, and public-private hybrids);
   • Structure new operational and governance models aligned with business logic.

Together, these outputs will form a complete innovation package for VET providers. They are designed to be practical, accessible, and aligned with the real-world challenges faced by VET operators across Europe.
