The SPARKLE project, co-funded by the European Union under the Erasmus+ programme, has unveiled its new Strategic Process, a cornerstone resource designed to enhance vocational education and training (VET) in Europe and partner countries Uganda and Sierra Leone.
In a rapidly evolving labour market shaped by technological, economic, and demographic change, VET must remain relevant and adaptable. The SPARKLE Strategic Process provides a structured, cyclical approach to developing high-quality training programmes for young people and adults. It focuses on three key phases:
- Skills Needs Analysis – identifying sector-specific skills gaps through stakeholder engagement, labour market analysis, and future trend forecasting.
- Curricular Design – creating flexible, modular training paths aligned with adult learning principles, including blended learning, active methodologies, and competency-based assessment.
- Piloting and Evaluation – testing curricula with diverse learner groups, gathering feedback, and readjusting training content through continuous improvement cycles.
To ensure European and international alignment, SPARKLE integrates recognized EU learning tools and frameworks such as EQAVET, EQF, ESCO, EUROPASS, and CEDEFOP’s Learning Outcomes approach. These tools enhance transparency, comparability of qualifications, and mobility opportunities for learners and workers, while supporting employers and training providers in matching skills supply with demand.
“SPARKLE is not only about designing curricula — it’s about building resilient, future-proof training systems that anticipate technological change and support the employability of learners in key sectors such as electrotechnology, renewable energy, and digitalisation,” said the project team.
The SPARKLE Strategic Process is complemented by three Practical Guidelines, offering step-by-step methods for practitioners in skills analysis, curriculum design, and pilot evaluation. Importantly, these resources are tailored to support partner countries Uganda and Sierra Leone, ensuring that the approach is adaptable to diverse labour market contexts.
