The BT4VET partnership is pleased to announce a significant new milestone: the completion of a classification framework of operational business models tailored for Vocational Education and Training (VET) providers.

This classification is more than a typology—it is a strategic roadmap for VET institutions to rethinkreframe, and reimagine their operational approaches in today’s evolving educational and economic landscape. By building on the foundational insights of the VET Business Index, this new classification allows providers to explore how they can diversify services, improve sustainability, and expand their value proposition to learners, businesses, and communities.

At the heart of this model lies the belief that VET institutions are not just educational entities—they are active economic actors capable of innovation, entrepreneurship, and service development. The classification introduces six key operational dimensions that providers should consider when developing or refining their business strategies:

  1. Revenue Streams Identification – The model encourages providers to move beyond dependence on traditional public funding. It offers pathways for exploring new income sources such as tailored business services, continuing education programs, digital content, and consultancy.
  2. Profitability – A sustainable VET provider must operate efficiently. The classification supports strategies to increase cost-effectiveness and optimize operations while maintaining or improving service quality.
  3. HR and Staffing – Recognizing that people are the core of any successful organization, the model emphasizes recruiting, training, and retaining skilled professionals. Empowered teams drive both educational outcomes and business growth.
  4. Business Model Innovation – From flexible learning systems to blended training offers and strategic alliances, the framework highlights models that can evolve with market demands.
  5. Cash Flow Management – Operational resilience depends on predictable financial health. The model includes guidance on developing cash flow strategies that allow organizations to maintain services, pay staff, and reinvest in growth.
  6. Value Proposition – Finally, the classification helps VET institutions sharpen their identity: why do learners, employers, or partners choose them? A clear, unique, and relevant value proposition is essential for long-term competitiveness.

This framework does not impose a “one-size-fits-all” model. Instead, it offers a modular, adaptable approach that allows each provider to define their path based on their local context, institutional maturity, and strategic ambition.
